ECHA will compile statistics on the total tonnage range of substances in the Registered Substances Database and publish the statistics on the ECHA website in June of this year.
ECHA will obtain tonnage data from the latest complete registration file (non-intermediate use) for each substance, calculate the total tonnage range, and publish it in the ECHA Registered Substances Database. At that time, the tonnage ranges of joint and individual submissions will be announced.
Please note that tonnage information from certain files will not be used or calculated, including:
• Intermediate registration file under Article 17 or 18 of the REACH Regulation;
• A complete registration file for commercial confidentiality (for non-intermediate purposes) is required under section 119(2)(b) of the REACH Regulation, unless the joint filing consists of four or more registrants, as the total tonnage of four or more registrants does not disclose the individual tonnage information of any one of the registrants.
Since 2008, registrants have been able to apply for confidentiality of their tonnage information under section 119(2)(b) of the REACH Regulation. If a registrant has not previously submitted an application but wishes to maintain confidentiality of their tonnage information, they must submit an updated file containing the confidentiality application as soon as possible. The confidentiality application becomes effective only after ECHA assessment and approval. Similarly, tonnage data in ongoing confidentiality application assessment files will not be counted unless there are four or more registrants jointly submitting the application.
After statistical analysis, ECHA will publish the tonnage range results for each substance in the following format:
| File type | No commercial confidentiality application applied and more than 4 registrants. | Application for commercial confidentiality with fewer than 4 registrants | The number of registrants is less than 4 and the files are kept completely confidential. |
| Complete registration profile (non-intermediate use) | 1-10 tons, or 10-100 tons, or 100-1000 tons, or 1000-10000 tons, or 10000-100000 tons, or 100000-1000000 tons, or 10000000-10000000 tons, etc. | 1+ ton, or 10+ ton, or 100+ ton, or 1000+ ton, or 10000+ ton, or 100000+ ton, or 1000000+ ton, or 10000000+ ton, etc. | Tonnage information confidential |
| Only intermediate registration files | Only for intermediate use | Only for intermediate use | Tonnage information confidential |
Remark:
The REACH regulation defines an intermediate as a substance that is added during the process of converting one substance into another.
The intermediate substance must meet the following two conditions:
This substance was manufactured at an industrial site for the synthesis of another substance;
• The result of chemical processing is the creation of another substance, not another product.
However, the following are not considered intermediate uses: substances used as catalysts, processing aids (such as dispersants, lubricants, and antistatic agents), surface treatment agents, desiccants, etc.
