On April 14, 2025, the Ministry of Industry and Information Technology of mainland China announced on its website: According to the mandatory national standard formulation and revision plan issued by the Standards Administration of China, the Ministry of Industry and Information Technology has completed the preparation of the drafts for approval of three mandatory national standards, including the "Restriction of Hazardous Substances in Electrical and Electronic Products" (CN RoHS). To further solicit public feedback, the drafts and preparation instructions (see Attachments 1 and 2 of the official announcement) are now publicly available. The deadline for submission is April 21, 2025, and feedback collection has been completed.

Scope of application
The "Restriction of Hazardous Substances in Electrical and Electronic Products" stipulates the limit and labeling requirements for hazardous substances in electrical and electronic products. It applies to electrical and electronic products produced, sold, and imported into mainland China.
This mandatory national standard integrates and improves the relevant content of GB/T 26572-2011 "Limits of Restricted Substances in Electrical and Electronic Products" and its amendments, as well as SJ/T 11364-2024 "Labeling Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products." The limit requirements for ten categories of hazardous substances are consistent with international industry requirements. This standard primarily supports the in-depth implementation of the "Management Measures" and is the first mandatory national standard in the field of RoHS control.
Main technical updates
1. The number of regulated hazardous substances in electrical and electronic products has been increased from 6 to 10, with 4 new phthalates added.

2. Added requirements for the classification of electrical and electronic products and the restriction of the use of hazardous substances (see Chapter 4 of the draft for approval), classified electrical and electronic products into Class I and Class II, and adopted different restriction requirements, which is in line with the "two-step" management plan of the "Management Measures".

Note: According to the relevant requirements of the "Administrative Measures for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products", Class II electrical and electronic products are encouraged to meet the limit requirements in Chapter 5.

3. Added labeling requirements for the restricted use of hazardous substances in electrical and electronic products (see Chapter 6 of the draft for approval), incorporating the content of SJ/T 11364 "Labeling Requirements" into the normative requirements of this standard. This not only complies with the management requirements of the "Administrative Measures", but also elevates the level of the "Labeling Requirements" standard, contributing to the unification of industry RoHS management.
4. Added requirements for the implementation of the standard (see Chapter 7 of the draft for approval). This section stipulates that "products manufactured or imported before the implementation date of this document shall comply with the requirements of this document starting from the 13th month after the implementation date of this document." This gives industry companies one year to digest their inventory products, effectively reducing their RoHS control costs.
5. Added four terms and definitions: "hazardous substances," "environmentally friendly use period," "management catalogue of restricted use of hazardous substances in electrical and electronic products," and "application exceptions" (see 3.2, 3.6, 3.7, and 3.8 of the draft for approval). These four terms and definitions enhance the operability of the standard implementation.
6. The term and definition of "restricted substances" (see 3.1 of GB/T 26572-2011) have been deleted. This term is not used in this standard.
7. Deleted the standard appendices A, B, C and D. The content includes the disassembly of electronic and electrical products, typical disassembly examples, examples of using X-ray fluorescence spectrometry (XRF) technology to assist sample disassembly, and the possibility of the presence of restricted substances in common materials and components of electronic and electrical products.
