European Commission consults on new RoHS restricted substances

The European Commission is consulting on new RoHS restricted substances. Related topics include chemical testing, RoHS testing, SVHC testing, and Taiwan's prohibited substances management platform. 歐洲聯盟法院裁定RoHS指令應包含禁止使用十溴聯苯醚 No. 13/ 2008 2008年4月1日，歐洲聯盟法院(歐洲法院)裁定撤銷歐盟RoHS指令下，可使用十溴聯苯醚 (deca-BDE) 的排外條款。即自2008年7月1日起，販售於歐洲的電子電機產品不得含有十溴聯苯醚。 2005年10月歐洲執委會在RoHS指令修訂版中，將十溴聯苯醚改為排外項目。然而於歐洲議會於2006年1月向歐洲法院提出初步的排外撤銷程序。其理由為歐盟執委會並無職權排除十溴聯苯醚，所以排外動作已經是超出職權的決定。歐盟執委會的職權為排除沒有更安全的替代物質的特定化學物質的使用，並非基於風險評估來排除特定化學物質。歐洲法院同意歐洲議會對於歐盟執委會沒有職權排除十溴聯苯醚，所以此排外項目將於2008年6月30日後廢除。
