Recently, the Ministry of Finance, together with the Ministry of Environmental Protection, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the General Administration of Customs, and the State Administration of Taxation, issued the "Notice on Further Clarifying the Scope of Products Subject to the Waste Electrical and Electronic Equipment Disposal Fund," clarifying the scope of the fund. Therefore, from now on, companies producing LCD TVs, plasma TVs, and drum washing machines will be required to pay the waste electrical and electronic equipment disposal fund according to the corresponding standards.
The notice states that electrical and electronic products included in the fund collection scope include televisions, refrigerators, washing machines, air conditioners, and microcomputers. Televisions included in the fund collection scope include cathode ray tube black and white televisions, color televisions, LCD televisions, and plasma televisions. Refrigerators included in the collection scope include refrigerators and freezers with separate external doors and refrigerators with a capacity of 500 liters. Turbo-type washing machines, front-loading washing machines, integrated air conditioners, split-type air conditioners, and laptops are also within the scope of the fund collection.
Refrigerators included in the fund collection scope refer to insulated cabinets that have a refrigeration system and consume energy to obtain cooling capacity, including refrigerators and freezers (cabinets) each equipped with a separate outer door, refrigerators (cabinets) with a volume ≤ 500 liters, freezers (cabinets) with a refrigeration temperature > -40℃ and a volume ≤ 500 liters, as well as other insulated cabinets that have a refrigeration system and consume energy to obtain cooling capacity.
The measures clearly stipulate that manufacturers of electrical and electronic products, consignees of imported electrical and electronic products, or their agents shall fulfill their fund payment obligations in accordance with these measures.
