On January 14, 2025, the Working Group on Pollution Prevention and Control Standards for Electrical and Electronic Products issued a notice regarding RoHS in mainland China. The content is as follows:
Notice from the Working Group on Pollution Prevention and Control Standards for Electrical and Electronic Products in Mainland China
To all relevant entities: The recommended industry standard "Labeling Requirements for Restricted Use of Hazardous Substances in Electrical and Electronic Products" (SJ/T 11364-2024) was published on December 25, 2024, and will take effect on April 1, 2025. Amendment No. 1 to the recommended national standard "Limits of Restricted Substances in Electrical and Electronic Products" (GB/T 26572-2011) was published on June 29, 2024, and will take effect on January 1, 2026. Enterprises are advised to make full preparations and implement both standards simultaneously by January 1, 2026 at the latest. The Working Group on Pollution Prevention and Control Standards for Electrical and Electronic Products will actively communicate and coordinate with relevant departments.

SJ/T 11364-2024
On December 25, 2024, the Ministry of Industry and Information Technology of mainland China officially released the updated industry standard - SJ/T 11364-2024 "Labeling Requirements for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products". This standard update is intended to more comprehensively regulate the labeling of hazardous substances in electrical and electronic products and clarify the presentation method and requirements of relevant information.
The introduction of the new standard will not only help improve product environmental protection standards and reduce potential threats to the environment and public health, but will also promote electrical and electronic products towards green production and sustainable development. This update reflects the industry's high attention to ecological protection, while also providing companies with clearer regulatory compliance recommendations, promoting industrial transformation and upgrading and enhancing international competitiveness.
At present, the official standard document has not yet been printed and released. According to the final document submitted to the mainland China SAC for approval, this standard update covers several important aspects, as follows:
1. Adjust the standard name and scope of application
The standard's title has been changed from "Labeling Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products" to "Labeling Requirements for the Restriction of Hazardous Substances in Electrical and Electronic Products," and the product scope has been adjusted to "electrical and electronic products." This change aims to align with relevant laws and regulations, ensure the standard's applicability and regulatory effectiveness, and provide the industry with a clearer basis for compliance.
2. Update of the list of hazardous substances
Four new phthalates have been added to the list of hazardous substances in electrical and electronic products (Appendix A):
- 鄰苯二甲酸二 (2-乙基) 己酯 (DEHP)
- 鄰苯二甲酸丁基苄酯 (BBP)
- 鄰苯二甲酸二正丁酯 (DBP)
- 鄰苯二甲酸二異丁酯 (DIBP)
The total number of updated hazardous substances has increased to 10, which is consistent with the control scope of the EU RoHS regulations, further promoting international integration.
3. Addition, deletion and modification of terms
The terms "electrical and electronic products" and "labeling" have been added. The terms "recycling" and "logistics" have been deleted. The terms "hazardous substances" and "environmentally friendly use period" have been revised.
4. Revision of identification method
The product production date marking method has been removed to simplify related requirements. A QR code marking method and its related specifications have been introduced (Article 6.4), and a new requirement for using web pages as a marking medium has been added (Article 6.6) to meet the needs of digital and modern marking.
5. Information Retention Requirements
New requirements have been added for the preservation of the names of hazardous substances contained in electrical and electronic products and supporting documents for the information table (Article 7) to ensure information traceability and data integrity, and facilitate subsequent verification and supervision.
