1. After June 6, 2026, each substance may not be placed on the market in a concentration equal to or exceeding 0.1%.
(a) As a substance on its own;
(b) As a component of other substances;
(c) In a mixture;
2. After June 6, 2026, it may not be used as a solvent for dry cleaning of textiles, leather, and fur. 3. Exemptions:
(a) D4 and D5 in rinse-off cosmetics, applicable from January 31, 2020;
(b) Other cosmetics, applicable from June 6, 2027;
(c) Medical devices (as defined in Regulations 2017/745 and 2017/746), applicable from June 6, 2031;
(d) Medicinal and veterinary products, applicable from June 6, 2031;
(e) D5 for dry cleaning, applicable from June 6, 2034. 4. The following uses are exempt from paragraph 1:
- Monomers or intermediates for the production of organosilicon polymers;
- Formulation/packaging/non-metallic surface treatment, etc.;
- D5 and D6 in medical scar care devices;
- D5 for art restoration;
- Laboratory research and development uses.
5. Paragraph 1 (b) does not apply to uses as a component of silicone polymers.
6. Paragraph 1 (c) does not apply to mixtures (e.g., adhesives, coatings, printing applications, etc.) under the following concentration conditions:
(a) Concentration ≤ 1%, (b) D4 ≤ 0.5%, D5/D6 ≤ 0.3%, etc. 7. If used for dry cleaning of textiles and the system is closed and can be recycled or incinerated, paragraphs 1 and 2 do not apply. |
